5 Strategies For Preventing Church Violence
Strategy #1: Create a Safe & Connected Church
A strong, connected faith community is the foundation of every church safety and security program. We implement two notification policies to ensure hazards and risks observed are communicated within the church immediately and if public safety is needed, the congregation is empowered to call 9-1-1 directly. These two policies include:
- Hazard Notification Policy
The purpose of the Hazard Identification policy is to empower the church community to be alert and immediately report any hazardous situation observed. By implementing proactive measures to identify and report safety concerns, the church can respond and control or eliminate hazardous conditions before injury or damage can occur.
- Public Safety Notification Policy
The purpose of the Public Safety Notifications policy is to train and prepare the entire church community to call 9-1-1 at the earliest opportunity when an emergency is observed in order to ensure the fastest public safety response occurs and the safest outcome can be achieved for all involved in the emergency.
Strategy #2: Develop a Violence Prevention Policy
The purpose of a Violence Prevention Policy is to establish clear guidelines for preventing violence in the church and workplace. A well-defined policy sets expectations for behavior, ensures accountability, and fosters a safe, respectful environment. By promoting a culture free from threats, intimidation, and fear, the policy helps maintain a productive and welcoming church community.

- Defines Prohibited Behavior/Conduct
- Defines Consequences of Prohibited Behavior/Conduct
- Threat Assessment Team
The Threat Assessment Team is primarily used to educate the church community and provide guidance to the church employees, members, and volunteers regarding: 1). Reporting; 2). Training; 3). Policy & Procedures; 4). Intervention; and 5). Response Action to be taken to mitigate and resolve potential threats made.
- Sexual Misconduct Policy
The purpose of a Sexual Misconduct Policy is to establish preventative measures to protect individuals against sexual misconduct as well as to specify courses of action in the case of allegations or an actual incident regarding sexual misconduct.
- Sexual Abuse Prevention Program
The purpose of this program is to establish clear guidelines, procedures, and preventative measures, to protect church staff, volunteers, congregants, and all other stakeholders, from sexual abuse and misconduct.
- Supervision of Registered Sex Offenders
The primary mission of faith organizations is to provide a welcoming and compassionate environment for all who enter the Lord’s house. However, some individuals may present significant risks and challenges, requiring churches to prepare in advance to effectively manage these situations while ensuring the safety and security of the entire congregation. To support this effort, Public Safety Training LLC has developed a best-practice offender supervision program.
If a registered sex offender requests to attend church services, the Threat Assessment Team is activated to conduct a Risk Assessment and develop a Sex Offender Attendance Policy tailored to the individual and circumstances. This process includes a Contingent Participation Agreement, outlining conditions for attendance. These measures allow the church to manage an offender’s participation while prioritizing the safety of the church community. If the offender does not agree to or comply with the terms, they will not be permitted to attend services or be on church property.
- Suspected Child Abuse/Neglect Policy
The purpose of the Suspected Child Abuse/Neglect policy is to establish guidelines and procedures for preventing, identifying, reporting, and responding to instances of suspected child abuse or neglect within the church community. This policy aims to create a safe and secure environment for every minor child participating in church activities while also fulfilling legal and ethical obligations to protect minors from harm.
Strategy #3: Build & Maintain Law Enforcement Relationships

By simulating potential incidents, such as disruptive individuals, active shooter situations, or medical emergencies, participants gain hands-on experience in applying security protocols and emergency response procedures. Scenario-based training also helps identify gaps in preparedness, allowing for adjustments to be made before a real emergency occurs. Strategy #5: Impliment an Active Shooter Response Plan
Active shooter incidents are extremely rare. But when they do occur, they are unpredictable and evolve quickly. The Department of Homeland Security (DHS) defines an active shooter is an individual actively engaged in killing or attempting to kill people in a confined or populated area. In most cases, active shooters use firearms(s) and there is no pattern or method to their selection of victims.
A shooter will not stop killing until their objectives have been met, they run out of ammunition, or are engaged by law enforcement or civilian(s) and stopped. Because active shooter situations are usually over within minutes, often before law enforcement is able to respond, church staff and members are responsible for their own safety until law enforcement arrives (unless the church has an armed church security team in place trained to engage shooter(s). The purpose of an Active Shooter Response Plan is to establish proactive measures and response protocols focused on protecting the congregation, staff, and visitors in the event of a violent threat.
